1 — OBJECTIVES

VRS Support Mandate: 2026–2028

Eight strategic objectives VRS will support under MJLS leadership during the first two years — delivered by a seconded VRS team embedded within the Council, aligned with the approved MJLS Strategy, and designed to build lasting internal capacity.

Support MJLS leadership in building and deploying the complete Operational Model — establishing all workflows, governance structures, and reporting frameworks under Council authority.

Recruit top talents (≤15 members) who will shadow and learn from the seconded VRS team — ensuring full knowledge transfer and institutional continuity. As the MJLS Core Team grows, VRS secondment reduces proportionally, building a fully self-sufficient Council.

Abdullah Mando serves as embedded CEO from Day 1 under full Council authority — acting as a seamless MJLS team member, with a structured succession plan to transition to the most qualified internal MJLS hire.

Tech Systems
Build the MJLS internal technology infrastructure, including CRM, ERP, communication platforms, and data management systems.

Build and launch the MJLS member-facing platforms, including the member portal, event management, and service delivery systems.
